Conceptual project
for the establishment of an
Interparliamentary club
in the European Parliament, Brussels
The club is an informal structure for dialogue, exchange of views, ideas and best practices between members of the European Parliament and the national parliaments of the Member States on the policies of the EU, and for the further development of the institutional co-operation and networking.
I. MOTIVES FOR THE ESTABLISHMENT
- To facilitate the communication and the information exchange between the national parliaments of the Member States, the European Parliament and the other EU bodies;
- To improve the communication between the citizens of the Union and the national and EU institutions;
- To provide perspectives for the continuation of an integrated dialogue between the EU citizens and policymakers on both national and EU level
II. OBJECTIVES
- To enhance the effectiveness of the co-operation and interaction between parliamentarians from the national parliaments of the Member States and the European Parliament, on the basis of the Lisbon Treaty;
- To promote the role of the parliaments for the efficient implementation of policies on the basis of the Lisbon Treaty;
- To extend the dialogue with the EU citizens and to popularize the activities and the role of the parliaments for improving the quality of life;
- To strengthen the intercultural dialogue by preserving the cultural identity and supporting the European concept for unity in diversity.
- Creates and maintains on-line and printed magazin “ EU Parliaments magazine” about the interaction between the European parliament and the national parliaments, follows the work of the Bulgarian National Assembly and the Bulgarian MEPs in favour of the citizens.
²²². ACTIVITIES
- Organization of discussions, seminars, conferences, round tables and regular meetings on the priorities of the EU policies, with the participation of Members of the European Parliament, representatives of the EU institutions and representatives of the civil society;
- On-line discussions and video conferences on various topics, related to the activities of the European Parliament, as well as to its interaction with the national parliaments and the citizens of the Member States;
- Establishment of a training centre for young political activists (under the motto "The parliaments in action");
- publishing a web-page for popularizing the ideas and activities of the Club, and an on-line "intercultural forum" for exchange of views on projects and educational trends between the national cultural industries.
IV. STRUCTURE AND FUNDING
- The Club is an informal structure, which functions on the principle of the voluntary participation. It is open to all Members of the European Parliament and all members of the national parliaments of the Member States, including former members;
- The organization of the activities of the Club is carried out by representatives of its initiators. In terms of the future expansion of the Club and the increased interest in its ideas, its structure could be enlarged in order to meet the challenges of the dynamic inter-parliamentary relations and the active dialogue with the EU citizens;
- For the realization of its objectives, the Club will receive the logistic support of the European Parliament. If financial support is required, the Club will prepare projects and will seek funding from the European Parliament;
- The club may establish departments in various directions, in order to fulfill its objectives.
